The situation shown below is a banner hung on the side of a red brick building. As you can see, the banner has a background color of red. Who in the heck is going to even see this as they are driving by, let alone be able to read it.

Color contrast is not just about the letters on the banner, but also the color of the banner and the color of the surface it is going to be installed on. What should have been done to avert this bad design situation? You could paint the building, but really, who is going to do that. What about this:

Instantly, you can not only spot the banner from a distance, but it is easliy readable. Are there other color combinations that would work, sure, but this is as simple a solution as it gets.
